Answer by Shikamaru You can get the fishing rod (not the weapon rod) once you have access to the whole city of Balfonheim. By the Aerodrome there’s a guy fishing off the side of the path, talk to him twice, then run to (not in) the Aerodrome, return and you can get his fishing rod. Then you go down to the Estersand crystal and fish with the boating guy.
